Loreal Panoramic Curl Mascara is my favorite. For one, it's cheap and can be bought pretty much anywhere. 2, you don't have to use a lash curler with it 3, it does even more than it claims to, it seperates, curls, volumizes, lengthens, etc.
Personally, I would always go with a cheaper mascara rather than a $20 one because even if the more expensive one is better if you don't use it fast enough it will dry out before it's gone so in the long run a cheaper one can also be replaced as soon as it gets to a consistency that you don't like.

Maybelline XXL
It has a sheer "prep" wand and then you apply the color. It's not expensive at all and really works. I have fine, short eyelashes and that is the only mascara that lengthens them without making me look like I have globs of tar on my face.

I really like Maybelline Lash Stylist. The brush is made differently then most other brands, it looks more like a comb. Gives good length, but it will really smear if you touch it before it dries.

Stacey is wrong. XXL will just clump you know.
Telescopic Mascara is the best. No smudges, no clumps.
