There is a stop cam on the end of the shaft. The reverse cable pulls an arm away from it so it will rotate into reverse. You either have a cable that is out of adjustment, a return spring that is broken or worn, a broken can or arm, or just dirt in the works.

Pull the cover off (it's by the sprocket) and replace the bad part and clean all the dirt out. It should take you about a half hour to fix it. Otherwise you risk injury or worse yet, a broken tranny!
