I've heard that the shoes are supposed to be a signal that you can buy drugs at that spot. However I have no evidence for that and it really sounds like an urban legend.

My friend said they do it at the place someone died. It symbolizes that they went to heaven and left their shoes behind.

I haven't seen that since I was a kid in the 80's, but it was a way gangs marked their territory, memorialized a fallen comrade or simply to bully someone.
