Purposeful natural selection would have to come from changes that occurred specifically to fit changes in the environment. We see it more as random variations which may or may not prove to be useful. Some individuals happen to have more favorable variations which help them survive when others do not survive.

it's not exactly clear what you're asking, but i think you mean why is natural selection not directed. It is not directed because it arises from random mutations. If the random mutation happens to confer some advantage to the organism it will be selected for, however, there are plenty of mutations which are neutral or detrimental and so would be selected against in comparison.
