The natural resolution of 17 inch TFT monitors is 1280 x 1024 pixels. At any other setting, such as text may appear blurred but this is not usually obvious on displayed images. Blurred images can be seen on fast moving objects and depends on the monitor’s response time. The response time specification gives an indication of the time that each pixel is illuminated, where too fast movement means that several pixels might not be displaying what they should be. A solution would be to buy a monitor with a faster response time.

I don’t know exactly how dynamic screen savers work but assume that a program starts to control what is displayed. Display speed can depend on the speed of the CPU and graphics processor. A good program would control timing automatically or via user settings, so that it runs at the same speed on whatever. Automatic control can depend on calibration by counting the number of passes in a given time. An old program might not have taken into account future speed increases, resulting in counter overflow, when the count starts again at zero and displays are produced with minimum delay.

If the display is 3D, Advanced Display Properties for 3D might have an option for Wait For Vertical Sync or VSYNC. This could be set to Off to synchronise displays to the monitor refresh Hz. For a simple 3D display, this could reduce speed from more that 1000 Frames Per Second to 60 (or 75 etc.) FPS.
