You need a passport to get back into the US only if you're flying.

By air, yes. By land or sea, not yet, but you will have to in the future:

Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.

As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

We just returned from Mexico, and we were asked for passports entering Mexico and returning to the US. To get back in the US from an air flight, it's MANDATORY!!!! To get *into* Mexico, I'm not 100% positive. But, it's kind of moot since you will need one to get home anyway.

If you are American, no, but to get back in, you need to show ID. Walking across the border, they usually dont check you if you are going into mexico, as they assume everyone is going to shop. If you aren't american and they do randomly ask you for ID, be sure that you dont need a visa to enter mexico, and this costs about $30.00 for one entry. Should you venture further into the mainland of mexico there are more checkpoints though...

No, you don't need a passport. You do however, need to show some kind of ID like a US drivers license,or US ID card if you want to get back in to the states.
