It is possible. I caught a lv 5 one in the wild with a pokeball, after using a cheat cartridge (which i had to pay for), called somethign like dslite.
Other ways of getting it is through a trade.

Exuse me, I never said that it was possible to do so withotu cheating. If somebody has a mew on their own cartiridge, then trades it with you you will get the mew.

Some claim that you get mew by getting your pokemon from Prof. Oak, naming it mew, battleing and losing to your Rival, saving, turning off and back on the game, then mew is supposed to be your olny pokemon. I hate this, i have tried it a thousand times, it dose not work. As far as i am concerned, you need a gameshark for gameboy/gameboy color to get it. that answer your question. And 1 more thing, YELLOW OWNS!!!!!!
