In Windows 98 check that the TCP/IP setting are as follows for a cable modem. Start>Settings>Control Panel
Double Click on Network
Double Click on TCP/IP for your Ethernet Adapter

Check the following settings (tabs)
IP address: Obtain an IP address automatically
WINS Configuration: Use DHCP for WINS resolution
DNS: Disable DNS - Unless you have been given a specific DNS to use by your Internet Service Supplier. If you have been given one put the number in. ***This is the critical step***
Click OK-OK until you get a message that you must Restart the computer. Restart the computer. NOTE it may ask for the Windows disk. After the restart you should be OK.

I would try downloading a different internet browser like firefox. If that doesn't work double check that your cables are connected and make sure that they drivers for your ethernet card are installed properly. You can do this by clicking start, my computer (right click) then properties, then hardware, and then device manager, your ethernet card is under network adapters. If there is a yellow symbol that means you need new drivers and those can be found at the manufactures website of your ethernet card

Have you loaded any software on it recently?

Was it working before the problem occured?

Have you changed anything on the PC?

Most of the time hardware problems are caused by adding/removing programs or drivers. Win 98 is fairly stable, although there are a few things if not done in the right order, that can hose you up.
