The only place I've ever seen them for sale was in clothing stores that were going out of business.
Or perhaps if a store invests in new ones, and wants to get rid of the old ones??
Why not ebay? They've got pretty much everything, and if you don't have any other options, I say go for it.

In Toronto there is a store called Recycle Display. They sell mannequins. The guy who works there smells like an assorted sub. I think his name is Jeff.

I guess it depends where you live or how far you're willing to travel.
