For undergradutes, the best reputed is Sarah Lawrence, in NY. U Iowa is more for grad students, but the undergrad programs are worth looking at.

New York University is also quite good, especially if you're looking at writing plays or film. I've also heard good things about UNorth Carolina, Chapel Hill; and Arizona State University. Also look at the strong programs at George Mason University, Bryn Mawr, Wellesley College and Florida State University.

i have heard a few times that the university of iowa has an excellent program for literature, and especially creative writing.

steven king went to the university of maine, and he seems kind of creative.

Alfred University, in New York...It's a private school but it's not expensive. They are very artsy there.
