Are you hoping that this card will take your friendship onto another level (ie, become romantically involved) If so then sending it is a risk, you may lose her friendship if she doesn't feel the same way - she may feel to embarrassed and awkward around you after. On the other hand, it may be the romantic gesture she was waiting for and it could be the start of a great romance, some of the best relationships start on a friendship basis first.
If you are sending it to cheer her up then either send it anonymously in disguised writing or send it but put something platonic in there such as "thanks for being such a great mate, I love having you as my friend"

I nearly gave a girl at work a valentine card but chickened out at the last minute, i wish i had given it to her but it is to late no she got married late last year, i say do it, you wont regret it, good luck............
