The statue is by Marc Quinn, the woman is Alison Lapper.

Sausage Jockey is correct, Alison Lapper is the disabled artist who's depicted by this statue.
Can't help but wonder though, how's she gonna explain it to her kids?

i reallt can't remember her name, but i'm pretty sure she has no legs and arms herself and she used to paint using her mouth. There was a documentary following her as she brought up her son on her own while havin this disability, amazing woman

It is by Damien Hirst and is called 'The Virgin Mother.' It was part of their 2006 summer exhibition.
