Sausage Jockey is correct, Alison Lapper is the disabled artist who's depicted by this statue.
Can't help but wonder though, how's she gonna explain it to her kids?

i reallt can't remember her name, but i'm pretty sure she has no legs and arms herself and she used to paint using her mouth. There was a documentary following her as she brought up her son on her own while havin this disability, amazing woman
