...at an outdoor wedding? Where's the best place to put the microphone? And, what size speakers should I use for a small event, say 75 people?

You could go with either one or two speakers on stands to raise the speakers at or above ear level. Then get a pair that are very efficient (e.g. 95dB @ 1w/1m or higher). Some pro shops may even rent them for you. I would recommend going down to a local music/pro audio shop and ask them this question, and they will be glad to help you get the best set-up for your criteria.

you should spec a PA system from a local hirer, they will match up amps, speakers and a mixer for you.
as for the harp, you should try to get the mic close to the wooden soundboard of the harp, angle towards the strings if you want to get more of the plucking sound...trial and error really. It will sound fabulous guaranteed....!
condenser mic will be best (requires phantom power)
