why would it matter in any way to you
and that would take alot of the skill out of it
plus the cars would accellerate slower and all they would have to do is mash down the gas
thats just a goofy question

Because each racetrack has different shifting points. Also because it has a lot to do with certain race situations, at certain times in a race a driver might be trying to get more power out of one certain gear to get a jump on the other cars. With an automatic transmission, you cannot do that, it takes ability away from the drivers hands...

Quite simply, an automatic does not go as fast as a manual. There are certain situations that calls for early shifting to optimize speed and an automatic wouldn't be able to tell the difference.

Don't know if it is a rule. Instead, it has more to do with power and reliability.
