Can sombody tell me if a ring and pinion out of a 1999 Chevy Tracker (2.0) will fit into a 1988 Suzuki Samurai? If so will it help me push bigger tires?

It's a Rack and Pinion and to answer your question: No.

No they will not fit. However there are aftermarket kits to strengthen the axles on the Samarai and run as big as 33 inch tires.

naw my man can't do it. The only different manufactures that I known that mechanics have swaped would be that ford 9' rear end and put those in GM cars for drag racing or show cars only.

This deal that you are talking about would proved a non prosperous situation at hand.
