Ecco the Dolphin?
Personally, I couldn't get past the third level. I had some of the cheat codes that were doing the rounds allowing you to access later levels but even then I couldn't complete most of them.

You just reminded me of one of the coolest games ever made for the Megadrive. They don't make games like that any more.
I never completed it though. Used to love the 'feel' of playing though. Awesome and thanks for reminding me of that.
