Is Afghanistan allowing tourism, or is impossible to get into the country if your not from there?

You can go there. You will need a visa to get there, as well as a ticket. Depending on your nationality, and what route is needed to get you there from wherever you are, you may also need a visa from the country you need to transit.

Not many airlines are flying into Afghanistan, and probably all are going into Kabul.

You can go there, but you will not be safe at any time.

Communication with anyone outside the country, and very often within the country, is poor or impossible. Internet cafes are few and often not working, due to power shortages.

The lack of personal safety is constant: danger is great and it gets worse when darkness falls.
