I want to use it in a sentence to indicate a person was on hand to take action?

The word available has more impact as it is a less formal word. It also conjures a better image of someone being on hand to do something. Present is more formal. A word perhaps used when a role is called at school. Or implying that the person was there, but not necessarily ready to do anything.

Available because someone could be present but not available to take action e.g. they were caught up with something else or didn't want to take action.

Available! Someone could be present but not paying attention - stating that someone was available lets the reader know that the person could have done something, but made a choice not too.

Depends on the context. If you are giving data or evidence, present has more impact.(i.e. there was condensation present on the pane of glass) If you are trying to say a service can be offer, available would work better. (i.e. there are computers available for you to use)

It depends on the deeper context of the word and its intended impact.

Present: Prompt; to be there; immediate...

Available...at hand; accessible; efficacious; profitable; advantageous; valid...(not necessarily immediate, is the clue here)

Well if you are referring to bank terminology, available means more...Because if your account says present that means that something is pending or not quit in your account. Available is what you can get your hands on at the moment..

I think, "present". Available to me could suggest that they were not immediately there but if they were contacted they could get there, ie. they were available to be present after the fact.

"present" makes me think that the person is right in front of you. "Available" makes me think the person is in the building but I would have to sit and wait for them.

present because it is a less common word, and therefore has a less diluted meaning. it also has a stronger definition. hyperdictionary.com ; )
