You could be describing hooking, like a latch hook. People don't have the patience or need they used to, so smaller pieces are made now. A hundred years ago, rugs were hooked using burlap as the base and strips of wool instead of yarn. This is a more simple way to attach the yarn than the knots of Persian rugs.

It is called latchhooking and can be used as pictures, wall hangings, rugs, I even have a Christmas tree skirt.
