on pokemon silver I'm lookin for the rainbow wing does anybody know where it is?

You can find the rainbow wing if you talk to the old man in the pokemon center in pewter city. He'll give it to you when you talk to him.

Talk to the old man hanging out by the entrance to Route 3 - that's east of Pewter City, in Kanto.
