Can a cloud be neutralize by something?

No. A cloud is not a solid thing but billions of minute water droplets and ice crystals being borne by the wind. Theoretically it would be possible to stop a cloud by applying a great deal of heat to it and evaporating the water but this is completely impractical and I doubt it would even be possible.
