The emphasis on Manifest Destiny is overdone. The U.S. did not have the power to enforce it anyway. The enforcement was done by the British Navy. The former colonies of Spain and France in America had opened a significant trade with the Brits and they Brits wanted to keep it. So it cost the U.S. very little and got the prestige of the announcement. But it does show the determination to stay independent. Also keep in mind that the reestablishment of colonies after the Napoleonic years might have applied to the U.S. The Congress of Vienna was trying to undo the wars of independence. The Brits were no longer interested in the idea.
