This may be a two way street. The Graphics card does just that, Graphics. IF, it not up to speed for your game you will see this in your Monitor. If, the CPU too slow then you have a problem here too. You can look at your processor in Control Panel > System and it may say what speed it is and how much RAM you have, another important thought. Also, when booting hold down the Delete key (in most cases) and enter your BIOS, it should tell what everything is. Most CPU's if fairly new would probably be OK, it going to be your RAM and Graphics card that most important. Also, be aware, Graphics cards can be a power hog and need a better power supply. May even need a Cooler if it try and run hot on you.
In my opinion, today's games need good Hardware support and each part depend on others to make it really good.
Just for trivia. I run "CrossFire" it take TWO Graphics cards and I have a 650 Watt power supply (Thermaltake Pure Power). Fans a Blowing and CPU running @ 2.4 GHz no overclocking and 2GB RAM. Compared to some of my friends, my computer is slow!

If you want to make sure you have what you need, do this:

Programs>Accessories>System Tools> System Information

That info will tell you all the specs of your PC.
