Yes.
In the USA, thanks to Bill Clinton, the Family Medical Leave Act has been in force for over ten years.
It basically states that an employee has the right to take a leave due to serious illness of himself, or to care for an immediate family relative, without risk of losing employment or medical insurance coverage. Leave can be taken, as well, after the birth of a child or to arrange for an adoption of a child. The time is either 6 months or 1 year. By law, your employer must post this law in a common area.
Whether you are paid during your leave is up to your individual employer. The law does not require that you are paid during your leave, so most likely, this will be unpaid leave.

You do not say what state you live in. California has a paid family leave program that pays out of the disability insurance fund. It offers up to six weeks a year and provides 55% of lost wages.

if your wife has had a baby then yes you are entilted to parental leave, but check you policies at work to be sure of exactly how much time you are entilted to, many employers have different policies, the average is 2 weeks/10 days, but if you have to take time off to look after your kids then most employers will give you time off at their discresion, failing that you can take unpaid leave, without losing your job

Men only get 2 weeks to support the mother, this cn be taking at any time, though directly after birth is obviously the most useful. Most companies are really good about it

No, if you cannot provide a circumstance under which you require parental leave then you are not entitled.
