Well, can you have your phone chats with this other person while your partner is in the room with you? Probably not, which would tell you that if you have to hide the behavior then it's probably not behavior that you or your partner would approve of you doing. It seems like a betrayal to the person you are with if you have decided to be in a committed monogamous relationship. Ask yourself how you would feel if your partner was having phone sex with someone else behind your back? Chances are you wouldn't like it. Something else to consider is why would someone be having phone sex with someone other than the person that they're in a relationship with? Maybe you shouldn't be in the relationship?

What constitutes infidelity or cheating is dependant on the rules of a relationship.

Phone sex with someone outside your partnership is undeniably a sexual activity. If you haven't established boundaries with respect to extra-partnership activity, you need to talk to your partner about it. If you are strictly monogamous, then phone sex is probably cheating unless your partner has indicated that he or she is okay with it.

Yes it is and be careful if you are the one having phone sex. I started doing that with someone who has a girlfriend and it has lead all the way to us being in a full blown sexual relationship.
Stop yourself before you get too involved

Yes. Online chatting is cheating too. If you are talking about sexual stuff or only talking to that person because you find them attractive then that is cheating. Do like me and buy some porn. Its someone you will never meet and its all just a movie.

if you can't openly tell your partner that you are doing it, then it's cheating.. that's my rule of thumb.. anything you have to hide is cheating...

if you really loved your partner, then you wouldn't want to have phone sex with anyone else in the world.. you might wanna consider breaking off this relationship cuz i guess your partner isn't good enough for ya..

Is watching a pornographic movie cheating?

Phone sex is just more fantasy. I think it is more likely that any guilt you feel about it has more to do with societal pressure than an innate moral dillema.

The Bible says that if you even look at another person in a wrong way that you cheated with your heart already.

I vote no, but it's scandalous, and hurtful when a married person does that with someone outside.
