and hes been in the tree outside of my office staring at me for the past 10 min. Should I be worried? Should I go and close the blinds? I tried to stare back at it without blinking ( it's not blinking) and my eyes started watering. It's just staring........

Maybe an evil sorcerer has turned one of your friends into a squirrel and he/she is trying desperately to get your attention. Either that or the squirrel wants your blood, either way I would be very concerned indeed.
