this malicious website called puzzlecircle.com is the page i get when i open intrnt explorer.im not able to change it using internet options.i tried ad-aware and all other antivirus tools.No use.what do i do?

Visit an online forum that specializes in helping people clean spyware off of their computers. Make sure that you tell them everything you've tried so far to fix your computer and that you follow their instructions to the letter. That'll help them to help you as quickly as possible.

Haven't seen that particular problem before but a quick Google search returned this page with steps for correcting the problem. I haven't had to use it before myself so proceed with caution. The link does include references back to the Microsoft website.
