#1 your bios needs to support that.
#2, ifyour bios supports it, you have to set your USB device as a bootable device, within the BIOS.
#3, Your usb device has to have a bootable OS installed on it.

Make sure the information you need is on your USB drive (not hidden in any folders, but placed in window you get if you double click on the USB drive in My Computer. Remove the USB drive.

Restart your computer. While it's booting (before the Windows screen) the screen will be black and a message will be displayed on the bottom of the screen telling you how to access the BIOS of the computer (usually F2, F5, F8, or F10)

In this DOS menu, arrow right until you get to the boot order, move USB up on the boot menu. Exit and save changes. Turn the computer off. Plug the USB drive in. Turn the computer on.

When you're done, use the same method to return the computer to it's original state.

Bootable Flash drive? I know of a few new systems that will allow that. but none already out that do that..

If you are running windows xp though you can do something like this...
make a text file called Autorun.inf in the root of the drive...
in that text should be...

[AutoRun]
open=myprogram.exe
icon=myprogram.exe,0

with this in place.....the program will launch when you connect the drive....
p.s there otherbracket options you can use in an autorun file you should check it out....

As long as you have a PC with a bios that support booting from USB, then you are all set. Her is a good page with simple instructions:
