"Offensive" is purely subjective. There's really no such thing, because the criteria change from person to person. If you're looking for something that is "at odds with the moral majority," GTA: Vice City makes the list, GTA: San Andreas a close second, followed by Manhunt. You'll notice the common denominator -- Rockstar Games. Some people hate them, but I think they're great. :)
