I have a thing on my confuser called ARTSOFT FUNHOUSE and there is much that U can do on it including what U asked.

If you have Adobe Photoshop it's real easy. You just choose the filter you want and it can change it to pretty much anything.

You mean, how do you animate it so it looks like it moves?
