I think it is the dream state-to give a nod to the fact it was all in her mind! I mean you sing them to go to sleep right!

First: no Lullaby League in the book.
Second: it was just an opportunity to show cute short people in cute costumes in the movie.

If you have to make more of it than what it is, then:

The Lullaby League represented the Arts and Culture people of the land of the Munchkins. They show that the Munchkins are a people of culture, and therefore worthy of saving from the dictatorial witch.
Similarly, the Lollipop Guild would represent the craftsmen and builders.

I LOVE to pop up and down and sing "We represent the Lollipop Guild!!" at work! It drives my boss nuts!!!
