Your question is difficult because, realize, up until the last 100 years or so, there were no recordings of people. Thus, singers before, say, 1860 were never recorded. Good recording didn't occurr until the '30s or so.
And don't forget classically trained vocalists -- Maria Callas for example -- probably have the "best voice."
Many people are answering focused solely on pop or rock music (or perhaps the predecessor musics like Frank Sinatra). In that case, there are a few good choices. Mariah Carey; Carole King; Bing Crosby; Paul Simon (for clear and pure but not strong); Aretha Franklin (listen to her in "Blues Brothers" -- completely effortlessly belting hard).

Robert Plant's voice has always been strong. Jim Morrison's voice was sort of mysterious sounding, I don't really know how to describe it....maybe it was just the songs, and not really his voice. Then, I really love Waylon Jennings deep voice.
I'm going to go with Bob Dylan, simply because people criticize him for the sound of his voice....he is a music genius and has many different singing voices. Ever heard him sing with Johnny Cash in his "country voice"? I wouldn't have realized it was him if I wasn't looking right at him.
