She plays Tia. You might recognize her from The Princess Diaries (she played Anne Hathaway's best friend). She was also on Rosanne in the later seasons as DJ's girlfriend.
FYI, the blond guy, Roland, is played by Macaulay Culkin.

That is Heather Matarazzo. She was also in Princess Diaries 1 and 2 as Anne Hathaway's best friend. She became very popular in the indie film world after a movie called Welcome to the Dollhouse came out in the mid-nineties when she was 10 or 11. It debuted at the Sundance Film Festival to rave reviews and has gone to be something of a cult classic.
