Most of the relevant info on TOR servers is at :

Mostly legal info.
If you want Config info, you will have to search yourself. It would seem that TOR servers stand in a very grey area of the law, and it would not be wise for anyone to advise you on how to configure TOR server.

A previous answer suggested that running a TOR server is not legal, I don't think this is true.

If you're running an exit-node (traffic comes out of the tor-network at your IP), then you could get into trouble if someone used your server to hack from. But if you're runnning an entry-node (traffic is entering the TOR network at your IP), then nobody will ever know.

In windows, running a server is as easy as configuring the tray-app (that comes w/ the Privoxy bundle) to do so. Then you just have to configure your firewall to allow for the connections.

In linux/unix, you just have to set some config params, and re-run from the cmd-line.
