The bar is see through, but makes everything underneath it seem blue tinted. It fades on and off all of the time. I've checked all of the connections, unplugged, replugged about 3 times. They all seem fine, and fiddling with the connection doesn't change the blue bar's visibility. If I turn my moniotr on and off it disappears but then comes back with about 3 seconds. Is my monitor dying?! Its only 3 months old! Any suggestions anyone?

Sound very much like a damaged monitor. No matter, assuming you still have warranty and a guarantee you should be able to get a free replacement. Three months is a disappointment.
Sound like some one has been touching the screen.

To change the refresh frequency for your monitor
Open Display in Control Panel.
On the Settings tab, click Advanced.
On the Monitor tab, in the Refresh Frequency list, click a new refresh rate.
Notes

To open Display, click Start, click Control Panel, click Appearance and Themes, and then click Display.
The default refresh frequency setting is 100 Hertz, although your monitor may support a higher setting. Check your manufacturer's documentation for information regarding the settings your monitor supports.
A higher refresh frequency reduces any flicker on your screen, but choosing a setting that is too high for your monitor can make your display unusable and cause damage to your hardware.
Changes to the refresh frequency affect all users that log on to the computer.
