Yup exactly, its not just a vicar of dibley joke: its a common phrase in some places,, and some bright sprak thought up Ethipoia, cos thats the new name for the country.

The ppl who've said it;s a shortened version of 'I'll be seeing you' are right.
On similar lines I used to know 2 guys and whenever they wanted to leave a place one would point into the distance and say 'Is that Russia over there?'
the other would then say
'Moscow?' ( Must go)
And off they'd go!!
