It depends upon the medium through which the light is travelling. The initial answer would be correct for light travelling in a vacuum as it travels at 299,792,458 metres per second. The speed of light in air is only slightly slower than the above value for a vacuum, and as such, bearing in mind the tiny distance over which the light you are describing is travelling, a good approximation would be to say that the transit time of light to an object 3 metres away would be 10 Nanoseconds.
