Well first i think u intended to say 'plumper'.And lip plumper is a product that u wear on your lips to make them look fuller and or biggger.This product is suppose to work almost like cologen which also makes ur lips fuller.Thats all it does.And im not sure about Victoria Secrets lip plumper bc i dont use lip plumper.But if ur wanting fuller lookn lips mayb u should try it.

Lip plumpers are used to make your lips fuller for a specified amount of time..usually about 3 hours without reapplication. I've seen mixed reviews about the products..some say they don't work at all and others say the difference is really minor.
If you wish to have fuller lips try the following makeup trick:
Step one: Lip balm
Prepare your delicate lips with a generous slick of lip balm in advance. Make sure that the lip balm has sunk a little before you go on to step two, otherwise your lip liner won’t work.
Step two: Line and define
Get a natural lip liner, and carefully draw around the very rim of your lips. When you have a firm line fill in the rest of your lips with the same color.
Step three: Now add some shine!
Here lip-gloss! Again, keep the color natural. Forget lipstick that’s too dark or too light.
Step four: Plump them up
This is the ‘hard bit’. But actually it’s not! All you’ve got to do, (after you’ve completed steps one through three), is dot a white shimmery product like eye shadow or an eyebrow highlighter in the very center of your lips. Start slowly, and blend very carefully. What you are looking to achieve is natural looking shading, with your lip color being lighter where your mouth opens. This will create the illusion of beautiful full lips.

I have used lip plumper before and i worked kinda. I got it from walgreens... it said Sally Lip Inflation

whilst i choose something plumbed I basically call a plumber. nonetheless i'd desire to confess a lip plumber would be very unhygienic. My plumbers are generally incredibly furry nonetheless and that i does no longer p.c. some in my mouth

the victotia secret one is GREAT. it makes angiolina jolie envy of your lips. the only thing..it doesn't taste good, no a fruit taste to it.
i belive it costs 12$.don't remember but you will love it

its a mixture of cinnamon and something else in a gloss to make your lips swollen from being irritated from the gloss mixture.
