While most horses who are over at the knee may look like they are going to topple over, it is something that usually will not happen and the horse is able to perform quite well. This link has an interesting article about over and back at the knee conformation.

depends how far over the knee your horse is. over at the knee is less of a problem than behind the knee which can have a serious effect on tendons & joint wear & tear. If your horse is only slightly over at the knee, then as long as it it sound I wouldn't worry. If it is a more pronounced problem then you might want to be cautious when jumping & riding on rough ground.

I've never personally owned a horse that was over in the knee, but I've seen quite a few. They don't seem to have many problems unless they are severely deformed. You just have to make sure that they use their hindquarters to stop and turn so the don't buckle in front.

i found jumping in competions was a problem and if they do not work through from behind the they can be a bit unsteady. it is also open to debate whether they would pass a vetting.
