When i go to tools then Internet options it won't let me delete the offline content or tempoary internet files?What do i do?

Whats the error message that pop-up?
Have you tried to do the task with the browser closed.
Sometimes your anti-virus may stop the application from running.

have you deleted your cookies, files, and history? try to delete all three of these.
