I am not sure if I understand your question right. If you want to know when you can become an UAE National, the answer is just: NEVER. The only way to become an UAE National as a foreigner is being a woman and be married to an UAE National.
How should it be to be an UAE National. For them it's just normal life. For some life is easy, for some life is hard. UAE nationals are thankfull for the great support they receive from their goverments. Pulbic schools are free and many other things are provided. Some went to schools and universities aboard and got educated very well and hold good jobs. Others are struggeling. Being a UAE national is not any different from being any other National. The difference is the Goverment. Rich countries (like the middle east countries with oil fields) can afford to support their nationals much better then other countries.

There is no documented process you can follow to successful attain citizenship of the UAE, at least not for men. This however, does not mean men do not get nationalized. it does happen, but under special circumstances and extraordinary conditions and possible service to the country.
