I see you've had many good answers,and Ive not much to add but to confirm that your very hot water is due to the slow flow.I have a combi boiler to,and when it was set up,I had to run the hot water tap on the bath,and there was a flow valve in the boiler that I had to adjust to get the right flow with the right amount of hot water.The valve was on the outgoing hot water pipe,once set its done.

You have answered your own question , the reason for the water being too hot is the slow flow rate , check cold water flow for valves cut down a bit , thermostatic valve set too low , last but not least your mains pressure maybe restricted , cold tap flow if the cold mains tap has good flow , feed to boiler heat exchanger unit is being restricted in some way

I had the same problem with an Ariston boiler I had. I got a plumber to flush out dirt which had built up in the thermostat valve/mechanism which fixed the problem for a short time. The boiler eventually packed in and I bought a new one (Maine) which has been working fine so far for over 2 years. My tenants have no complaints with heating or hot water.

It looks like your cold water supply to your boiler needs to be turned on more. If you have good water pressure in your cold water taps you should have no problems increasing the pressure to your boiler, this is quite easy to do, you should have an inline valve on your supply pipe to your boiler, this is turned on and off using a screwdriver, it will be on fully when the slot for your screwdriver is in line with the pipe. If the water is not flowing as quickly,that may explain the extra temperature. With combi's the less water going through, the hotter the water. Is there a leak? Try turning your water pressure up? Have you had it serviced at all,it may need descaling?
If you need to get some help with it,try looking on your council website for a scheme called "fair traders" done through your council. I had mine done through them. They gave it a complete overhaul,spending all afternoon sorting it out...........brilliant. The work is guaranteed,new parts and labour cost me £175.

Faulty thermostat or thermostat has been turned up, the hotter a combi boiler is set to the less water flow there is.

Check the mains water tap is fully open and the valve to the boiler is fully open. It may be that the pipes are furred up.
