Im working on a clients computer, and she is complaning that there is a little bar across her screen.

when I move the cursor over to it, its in front of the mouse! she
said that its been there a long time.
I checked for malware and spyware and everything in between, but its still there!

I m going to post a link to a screen shot here.... oh it doesnt show up on the screen shot!

Does anyone know what the hell is going on???

The other option you may be faced with is whether to get an aperture grill (Trinitron is an example of this) monitor or not. Aperture grill monitors are vertically flat, whereas some standard "flat-screen" monitors may curve slightly vertically and horizontally. The annoying thing about aperture grill technology is the thin black lines that you'll see when viewing a white background. The lines run horizontally and are necessary for a sharper image. 15" Trinitron monitors have one line near the bottom third of the monitor, and 17", 19", and 21" Trinitron monitors have two lines. You'll only notice these lines when viewing bright, same-color screens, such as a document in a word processor, but they can be annoying.

I believe it is the monitor itself. It could be going out. That is why it don't show up in the screen shot. If it is a regular computer just try another monitor if it is a laptop try hooking up another monitor there is a port in the back of the laptop or there should be anyway. If the line don't show up there just have her get another monitor for it.

For a start what operating system are you using?
Are we to assume this could be a problem with the display of the operating system or that you have a damaged screen?

I think your lcd screeb has been damaged and what your are seeing as a line is infact a row of dead pixels. Try to get a 'dead pixel tester' to find out. Google for it, they are freeware.
