i have change partial of the water, the wool for filter but why still cloudy

Whatever you do, don't do as the first poster suggested or you might as well flush your fish down the toilet. You need to read up on how to take care of and maintain your aquarium. When starting a tank it is very important to cycle your tank. Cycling your tank is very important as an uncycled tank will kill fish. Cycling takes about 30 days. What cycling does is allows time for good bacteria to grow in order to consume and kill the bad bacteria that your fish bring into the tank (feces, urine, food). When cleaning your tank you need to make sure that you don't over clean it. By that I mean replacing too much water with fresh water as you removed good bacteria that kills the the bad bacteria. Cloudiness is actually a sign that your aquarium has too much bad bacteria in it. It could either be from too many fish to over feeding to not maintaining the tank regularly. Do you sweep your rocks in the aquarium monthly also?? You should sweep a quarter of your rocks monthly in order to removed the feces and excess food from the bottom. But I strongly suggest only cleaning a quarter of the rocks as it again is removing bacteria, good and bad. To sweep you get one of the suction hose's from a fish store. So while your sweeping your gravel you are also syphoning water from the tank. Again, be careful to not to remove too much water. Another thought as well is do you treat the fresh water you put in your aquarium with a chlorine remover? If not I would suggest either buying some or get like 3 gallons of old milk cartons and fill up with water after every tank cleaning. Poke a whole in the top cap of the gallon so that the chlorine can air out of the whole. Generally chlorine will disappear after 24 hours. This is what I used to do so not only is the water chlorine free but room temperature so that it don't shock the fish by drastically changing your tank temp. Look on the internet about aquarium cycling so that you can understand the changes your tank goes through. Fish are great but they do take some work to maintain a happy clean aquarium. You need to make sure you are using a fish tank vacuum. This will take all the poop and excess food out of the gravel. Overfeeding will also make the water cloudy. You need to give a few more details before I could tell you more. With a fish tank vacuum, it is like a cyphoning hose and you can take the water down to just a few inches...just enough for the fish to survive while you get fresh water...balanced of course. You can't just dip water out and say you have changed it..this still leaves all the crap in the bottom and especially in the rocks.

it is possible you didn't change enough of the water...
but more likely you just need to do more frequent changes.
also, do you perhaps overfeed your fish? When you cleaned did you vaccuum the gravel? is it the proper size tank for the amount of fish you have?
just keep changing the water ever 3-4 days about 25% eventually it should clear up.
I would also, just as a precautionary measure, test the water you are putting into the tank (you can buy a test kit, or take a sample to the store) also, test a sample of the water that is already in your tank.

You probably need to take the fish out and put them in something and completely clean the tank. Then clean the entire filter. Fish are not as easy to keep clean and pretty as they seem. I had them in a 50 gallon tank and it was very tough to keep them clean and quite costly for all of the filter equipment and chemicals to put in the water. Try after cleaning the tank using some anti clouding chemicals.

not saying that you do, but try to feed them less. I was told that I was feeding mine too much. I didn't think I was, just twice a day. Once in the morning, and once at night just a little pinch. They told me to feed them once per day, and that solved my problem. It took a couple of days to clear up though.
