i started shaving my LEGS at 11. whoa..now that i think about it-thats young.
but i started shaving "down below" at 12. i do it all year round because i live on the beach.
i think that when you want to start you should and if you dont want to you shouldnt.
remove ALL the hair? i didnt know you were supposed to do that!!i thought you just shave the "outer edges"! but i would just use a razor i guess. or veet or nair or something like that.

What age should you? Not could you? Whenever you feel a need to.

Consider your school and gym class and so on. If the other girls seem to be doing so, go ahead so you fit in. There are much bigger and better things to spend you time defending yourself against the crowd on. When half or so of them seem to be doing so, start up. Avoid the hassle of it all until then. Lol, you'll find it adds a fair amount of taken-away-from-you time to your life.

Shaving is quick, well, compared to the others and cheap. Sort of cheap, but clearly so compared to waxing. Waxing is very effective though. Painful... and it requires you let the hairs grow a while before waxing so it can grip the hairs firmly enough for removal. So it's better right afterward, but you have to let it grow... Chemicals like Nair are pretty harsh. I assure you, anything too harsh for most men to use instead of constant shaving is WAY too harsh for that... area... on you. WAY too harsh.

By the way, I personally like either look in a swimsuit: tight against skin that obviously is bare or puffed out by hair. Other men do as well, though the fashion for the last 10-15 years is definitely to go as bare as you dare.

Certainly by 16. And probably not before 13-ish except for practice. But by 16, you should probably have your routine in these regards pretty well set for the next ten years or so of life.

I started at 16. I prefer waxing, although painful, it gives the best results (my skin is too sensitive for chemicals). Honestly I do it year round, I have found that over time the hair grows back finer and in less amounts.

I think that you do whatever feels right for you. I can't remember how old I was when I started shaving "down there"... probably about 14-15.
I just shave... it's quick and cheap.
