First off, here's a rule of thumb regarding make-up:
If you think you just don't look right without it (however much of whatever you use), then it is too much regardless of your age.
I know a woman who uses two different colored bases (stuff for your cheeks, chin, and so on?) so she can shade her face darker from eye level to cheekbones. Wayyyyyyy too much.
But, assuming you are not garish with your application of it, that doesn't sound too unusual, not even for an 8th-grader. Long as it's not edging toward early-Clown-make-up. If you apply it tastefully and minimally, I think those areas are not inappropriate for an 8th-grade girl. If you are actually a boy though...
Remember something else though: if you give a little, you may get a lot. Ease back a wee bit, perhaps drop the tan eyeshadow, and your critics may back off on the rest. And you might find you don't think you need it so much after a couple months without it. Things are like that. You HAVE to have something as it becomes more and more important to your evolving situation, but if something jerks you free for a little, you suddenly wonder how you ever felt that way. Something similar happens for baseball players who are in hitting slumps. They make little adjustments day after day until they are all screwed-up. Then they take a game or two off and can't remember all the adjustments. They suddenly hit again though because their natural swing is back, adjustment-free since they can't remember all of them. Part of your make-up solution might be like that. Negotiate.

To me, the eyeliner on both top and bottom sounds like it may be too heavy for your age. Have you tried just a little on top?

It's not how many products you use, but how thick and heavy you apply them. Even at your age, eye makeup isn't a lot, as long as you do it right. I assume you are asking because someone told you that they think you wear too much.
Some general tips to avoid looking like your makeup is heavy:
1. If the liner of your eyeliner is thicker then the lead of a pencil, you may want to smudge it or erase some of it with a cotton swab.
2. If the eye shadow settles into the creases of your eye lids, then try putting it on with a brush instead of the sponge applicators that shadow comes with.
3. If your mascara clumps as you put it on, try wiping the brush with a tissue before you apply it.
4. Comb out lashes after to help keep lashes looking separate and more natural.
5. If you have cakey looking shadow, gently sweep excess of lids with a makeup brush.
6. Try skipping the liner on the bottom lid if you still get told that your makeup looks too heavy. A line only on the top is a much more subtle way of enhancing your eyes.

I think eyeliner on the top and bottom is a little too much. I am a Freshman in highschool and I only wear eyeliner on the bottom. Everything else is natural. If you like makeup, I would stick with the lighter tan colors. The more natural colors. I am sure you would look fine without makeup.

personally I wouldn't wear the top eyeliner. the bottom eyeliner is fine with the mascara and tan eyeshadow.
Try it out without the top eyeliner. if you dont like it go back to wearing it.

DON'T WORRY ABOUT IT, whoever tells you that you shouldn't be wearing makeup (if anyone is) tell them its your choice,
personally most girls in grade 8 wear makeup now a days and even if they don't , and you want to, go right ahead
p.s i wore makeup starting grade 7... its just when you feel comfortable to start wearing it
p.p.s NOT TOO MUCH EYELINER
or it will make it look like your trying to hide behind all the makeup, and it makes you less self confident

IF YOUR ONLY IN THE 8TH GRADE I WOULD ADVISE YOU TO SEE THE BEAUTY OF YOUR FACE WITHOUT MAKEUP. BUT IF YOU MUST HAVE IT AT YOUR AGE YOU NEED TO NOT APPLY AS MUCH ON. JUST A LITTLE TOUCH UP CAN MAKE A BIG DIFFERENCE. NOW WHEN YOU GET IN THE 9TH GRADE AND YOU WANT TO TRY MORE DONT FORGET TO CLEANSE YOUR FACE AND USE A MOISTURIZER. PROTECT YOUR FACE FROM THE SUN NOW WITH A SPF 15 OR HIGHER PREFERABLY SPF 30. YOU WILL HAVE BEAUTIFUL SKIN WHEN YOU GET OLDER. I AM 40 YEARS OLD I LOOK LIKE I AM 29. TAKE CARE OF YOUR SKIN AND EAT HEALTHY.
