In a way, yes, he is. If you look past the language, which of course is not...and at the themes of some of his work, then, yes...a lot is contemporary. Take, say, Hamlet...an indecisive young man caught in a situation for which there is no quick answer...sound familiar? Or, Romeo and Juliet...love grows between two people who have no chance to make it work....see? Yes, Shakespeare IS contemporary.

Shakespeare was a 16th century writer. It's not about the content, it's about WHEN he lived.
Contemporary writers would be those from the 20th & 21st century.
