While a hug is certainly great, your Valentine will still appreciate a more formal token of attention. If you can't afford $65 for a full dosen roses (which is a bit rich for anybody), buy just one but excellent rose. You can't save much on the card but look, you must find a way to get the $3.50 needed for that. As for the chocolate, you can get a small sampler of Godiva or similar stuff, way below $30, more like $10 (four chocolates in a box). Trust me, it works. This way you'll also get superior chocolate.
Again, I advise you to downsize but still stick with the tradition. $17 or so will go a long way.

Not at all! I think Valentines day is a load of crap. I work at a flower shop and the price people pay for flowers is ridiculous. I make minimum wage and know what it is like not to have money. And your heart is in the right place, but if you don't have the money don't buy anything. If she is a good person, she will not be so shallow as to get mad if you don't buy her anything. Make her a card and it will mean more than anything you could buy. If there is love there, material things are not important

Do something creative on your own. There are a bunch of things you can do with a lack of funds. Cooking dinner at home is always a great surprise, instead of getting roses, get rose-petals (which are cheaper), depending on how many you can get, you can put them on a bed, table, or make a trail through the house.
You can make your own card, write a poem, or even just write a little hand written note.

No, I would not be offended. Time with a loved one is precious and has no price. Just spend the day together. If you have a strong relationship, it won't matter. It's all overblown anyway.

make a heart out of construction paper and put glitter on it for the card... stop by your local cemetery and get some flowers, and stop by the local gas station and get a box of those little candies that have valentines messages on them

Not at all. But you could make a card yourself, that's straight from the heart. Maybe include ONE rose with it.
