find something you both enjoy then plan a romantic evening around it. If it's rollerskating, then go. If it's dancing try a club.
keep it playful, be a bit of a tease. and just kick back and relax.
You can also try dropping small notes for him to find,
"hey honey for our anniversary I have plans covered this year." Um. can you find a (nice flower for the evening) or
Leave a Blindfold on his computer desk with the note.

Depending on where you are, you can make reservations at a *very nice* restaurant. Usually Italian cuisine is the way to go. If you live by river, you can take a 90 minute evening cruise around the area.
