I think you are looking for the word - flying?! I hope your flag is always FLYING! Fling means - to throw something.....

I assume you mean 'flying' not 'fling'.
There are a few ways to say that correctly:
I hope your flag always flies.
I hope you flag flies always.
I hope your flag is always flying.
